Bringing a legally harvested trophy into (or out of) the United States often requires more than shipping alone. For many species, U.S. law mandates specific federal permits before importation is allowed, and the process is complex, detailed, and constantly evolving.

Understanding Permits

Under Section 10 of the Endangered Species Act (ESA), hunters must obtain an import permit for certain listed species before trophies can enter the U.S. Before issuing a permit, the U.S. Fish & Wildlife Service (USFWS) must determine that the import will enhance the propagation or survival of the species.

Permit requirements are governed by federal regulations, including 50 C.F.R. § 17.22 (endangered species) and 50 C.F.R. § 17.32 (threatened species). In many cases, particularly for threatened species listed under Section 4(d), additional species-specific and country-specific rules apply.

These layered requirements make the permitting process far more nuanced than most hunters expect.

Why the Process Is More Complex Than Ever:

Since the Safari Club International v. Zinke (2017) decision, USFWS no longer evaluates permits on a broad, country-wide basis. Instead, applications are reviewed case by case.

This means USFWS now examines:

  • The specific animal harvested

  • The location and conditions of the hunt

  • Whether that individual harvest contributed positively to local and regional species conservation

As a result, permits are no longer routine approvals. Each application must be thoroughly documented, clearly supported, and carefully coordinated.
